internet recovery is ok it just takes a while.
You can try again or wait it out.
If you try again and end up in the same place it will start from 0 again.
CMD R should be local recovery
CMD Shift R is internet recovery.
Is it still clicking.

pretty sure command R, but it was weird, almost like the power button didn't want to shut down. then screen was blank, but I wonder if it was command R from a point of not completely shut down?
I was going to just leave it, time is jumping around just a little but at 1:10 now

The only concern is the click. Not much you can do about it.
Are you plugged into the internet via cable.
You may as well let it run.

no cable, that would have been hard to do in my current state

So now pick disk utility
Go back to Disk Utility, select your startup disk, and click File > Enable Journaling from the menu bar.
After that, you should be able to reinstall macOS.
