I'd be doing a fresh reload myself.
between the 5 second reboot issue, and those memory sticks, it would be good to start from a clean slate.
a fresh reload of Windows will get you down and dirty with the PC and as Windows reloads, things may become apparent.

so get Win10 on to a USB stick via the Windows Media Creation Tool.
only have one drive connected in the system, and have the PC disconnected from the web when you reload.
get your motherboard chipset drivers (sound, video, network, etc) ready from the manufacturers website.
load them after Windows, then connect to your network.
 
Why not use the recovery partition on the Dell to reset to a factory?

This way you do not have to worry about downloading the drivers and installing them.

Unless the recovery partition is damaged.

Ok so I tried using the recovery partition but by following the tutorial I end up on this :

Download the media creation tool.
Select the Download Now button.

Have a 16 GB (they say 8 GB) usb drive ready to be whipped and the install media created.
reason for the 16 and not 8 some systems have issues booting from 16 and smaller.

Go to the Dell sire and get your drivers and follow the instruction I posted earlier.

Prior to the install of Windows @Bruce may have further instructions.
 
I'm back with some bad news, I have multiple outcomes but none of them ends up with the computer working.

First, I choose to use both system architectures on the USB key so I end up on this screen when starting the computer with the USB :

Then 2 outcomes are possible in function of the system architecture I use, with 32x :

And when I use 64x :

(For both of them pressing "Enter" just sends me back to the OS Selection without any problem.)

So I tried doing a "Windows Memory Diagnostic" and I got this screen :

The test is way too long, it's been SEVERAL minutes and it's still stuck at 2% so I'm forced to stop it before it could conclude and give me the results of the test. (Especially since I started it late and that I don't want to keep it running for nothing this night)
And I have a 32Gb USB drive. The computer is not connected to internet, and I only have the keyboard, mouse and monitor connected to it.
 
What ram did you buy?
That last error message normally damaged or mismatched ram.
My dad got me some for free from his work, so it's not the best of all, It's "Sk hynix | Korea" 4Gb each, I have 4 of them, 2 are "2Rx8 PC3" and 2 are "1Rx8 PC3"
 
And I have again a new problem, often, when I try to boot up the computer it reboots itself once or twice before really starting. And while writing this message the USB DRIVE FINALLY WORKED WITH THE ISO ! I got to the windows installation screen FINALLY. I'm currently installing it and going through the process.
 
Ok so it seems it have indeed installed windows now, I tried booting up the USB Drive using the BIOS boot menu key. Now that it is installed I went to the BIOS menu to change the sequence of booting, I did something like (First to Last) -> PC0 : multiplenumbersandletters -> I don't remember the name -> USB Drive -> Diskette, and then I rebooted the computer and now I'm on the windows "preparation" page, I'll keep updating the post.
 
By the way I forgot to mention that I removed both of the "2Rx 8Gb" Ram, don't know if it had any incidence but I'll try to put them back into it once the windows installation is over, right now I'm configuring it, choosing the language and everything
 
OK ! Almost everything's now solved ! My old and first problem I had back in the beginning of the year did not reappear, I do have access to my mouse and keyboard on the windows desktop, everything's working perfectly fine, had one last problem that I "found" the solution of, I had the 3rd diagnostic light of my computer lit up everytime I booted up the pc, and, it wouldn't want to start and I would just have to stare at a black screen, the solution was in reality just to remove some ram, if it is possible I would like to add back the ram but I really don't know what to do to make it work this time.

I already tried to unplug the computer, and since it works without the 16Gb of ram, it is obviously linked to it, however I tried alternating between the two "1Rx8" memory and the two "2Rx8" memory and both works, just not all 4 at the same time.
