A few months ago I got a computer which gave me trouble with the keyboard an mouse as they were not responding unless I was in the bios, since then I did 2 things, first I removed and put back the battery in the motherboard then I changed the HDD with an SSD, to be honest I cannot ensure which of those two is the cause of the problem but I recently got back to repairing the computer and I found out that now it just doesn’t turn on anymore at least he turns on but for 1 sec before turning off and repeating the cycle.

By the way if that matters the computer is a optiplex 790, the SSD is a crucial BX500 2.5 of 480GB

it's rebooting every 5secs, which is inline with the power button being held in to force a reboot.
so yeah, disconnect the power lead from the front panel header on the motherboard and to start, short out the PSW SW pins.

could also be memory, so remove both, clean their circuitry, and their contacts and their motherboard slots with a soft bristled brush.
reseat one of them and try that. if still an issue, swap to the other memory stick and try again.

also, disconnect anything not required to start the PC, so unplug that DVD unit for starters.

Hi ! I’m sorry for the late answer ! I still haven’t tested anything even though I said I would but that’s because I had a really important exam so I wasn’t able to. I’ll try today or at worst tomorrow if I need help I’ll ask you guys :)

So, while removing the memory I noticed one of them is damaged on the back here is a picture, would this cause any problems ?

yes!
those solder dots on the side you show line up with transistors of the other side.
that damage would either be breaking a closed circuit or creating a short.

next questions - how did that happen and what flow on effect could have occurred?
 
Ok Nice ! So we’re progressing.
As for the questions I cannot answer any of them sadly :(
I’ll get some new memory and update you here with the results, it’ll probably be after Monday
 
I’m back !
So, changing the memory worked and now the computer turns on, however it shows me a blue screen with an error message, there is a picture linked to this comment. I must precise that I’m using a usb key with windows 11 installation media on it to get to this screen otherwise it says that there is no boot device available

Did Windows 11 come with the Dell or did you install for a previous version of Windows?

Since one if the memory sticks was bad windows might be corrupted and may need to be reinstalled.

Unless we need to well hold off on a fresh install and see if a repair can be done first.

I’m pretty sure this computer came with windows 10, doing a fresh install wouldn’t be a problem, I don’t have anything important or any files on this computer :)
