Try this
If your Mac is formatted with Mac OS Extended, you need to enable journaling on it before installing macOS.
Go back to Disk Utility, select your startup disk, and click File > Enable Journaling from the menu bar.
After that, you should be able to reinstall macOS.

how do I go back to the disk utility or where do I find that?

Click on back and it is in the list.

If I hit back buttons and disagree button sort of stuck here. Do I need to shut down and start over?

Long process to restart. Weird, globe not rotating this time

Now it’s doing something. Globe is finally spinning
There is an internal clicking noise???
