Looking at the screenshot in your reply #20 you have high memory usage.

I can see from reading through your thread that you are familiar with Speccy but have included my canned info for as to how to provide a link for us so we can take a look at the full report, for checking your temps and voltages if needed we will use other software;

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.


To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

I'm running the valley benchmark now, will update if anything happens or if there is a certain time i should stick to let me know.

The cpu temperature for speccy seems to be wrong on my pc, not sure about the other temps. I've gone back and forth between xfr and manually overclocking but settled on using xfr for the boost clocks because it's higher than an overclock i can achieve manually. It hasn't reached above 65 C while running the valley benchmark. Every other setting is unchanged except for memory speed. I just changed the power plan to balanced.

For some reason speedfan didn't even pick up my cpu. And so far I've had no stutters at all, it's going surprisingly smooth although I know I have had stutters while only using chrome even. Chrome is open while I'm testing this btw.

What was the computer being used for when you just got the stutter.

There are high voltages showing in HWMonitor, at least two of the VIN slots should be reading 1.2V which is what your RAM should be registering until XMP kicks in when it may increase up to 1.35V, the memory controller reading is also too high.

Go into the BIOS, load the Optimized Defaults and test.

I was walking around in the valley benchmark and watching a youtube livestream on chrome. Here's after the optimized defaults were loaded.

It just froze for 20 seconds after loading the optimized defaults with only chrome open in my taskbar.
 
The idea of using Valley is to test the system under load but not connected to the internet, poor internet connectivity and memory leaks in the browser can cause stutter, most of the video problems that we come across are when folk are playing games via Steam and using Valley offline helps us narrow the cause down.

Can you use the method below for adding attachments and upload them one at a time, my eyesight is not what it used to be and those numbers are rather on the small side.

Click on the ALT key + PRT SCR key..its on the top row..right hand side..now click on start...all programs...accessories...paint....left click in the white area ...press CTRL + V...click on file...click on save...save it to your desktop...name it something related to the screen your capturing... BE SURE TO SAVE IT AS A .JPG ...otherwise it may be to big to upload... after typing in any response you have... click on Upload a File to add the screenshot.

Same high voltages + with the better screenshots I can see that you storage devices are rather warm, the WDC is reading as 51 C and 50 C is the temperature that you will start getting problems at, unstable voltage and poor case cooling are the two most common causes of this.

Got an early start in the morning so will be calling it a day soon I`m afraid,
 
My pc fans are all at max rpm so other than that I wouldn't know how to go about lowering the temp. My wdc isnt being used for anything other than storing videos, pictures, etc. No games and certainly no OS. Could that still affect my pc?
 
If the WDC is getting that hot when not even being used there is something seriously amiss.

How many case fans do you have and do you have at least one at the front of the case drawing in cool clean air and one at the rear of the case to expel the hot air.

Can you make a note of any voltages and temperatures that you can find in the BIOS, the +3.3, +5 and +12V readings in particular.

Going offline now, catch up tomorrow.
 
I fixed my Hard Drive temps. Turns out one of my fans was broken, moving about as fast as a slug. Also, my fan in the back and my fans in the front were both pulling in. Not sure how I didn't catch that before but now my whole system is so much cooler. I also did some cable management and added more room for air flow so my temps should be all good now. I'll continue to test to see if my pc keeps stuttering or not but fingers crossed this fixed it.

So ever since I have had no stutters, there was one freeze but not the usual length, pretty sure it was due to my cpu being maxed out by something, couldn't see what it was though. All seems to be well for now. Never knew a wrong fan configuration would make such a difference, my pc has never been this cool before!
 
Ok so, after a bit of testing. Valley just wouldn't do anything for me until I finally got a stutter after connecting to the internet and listening to music on chrome. RAM usage was at a constant 27% (4.48-4.52 GB). There have been other freezes now as well, also connected to the internet with chrome up. Also, it seems my WDC HDD temps stabilized at 41 C after the system had been running for a long time. It took a while for the stutters to occur after connecting to the internet (assuming that's because I didn't have a bunch of programs running). Could it be possible for the ram to be the issue? I had trouble with the ram in the past and getting it to be stable. I'm running the memory at 2933 MHz but it did stutter once at 2133 MHz after I enabled optimized defaults in the BIOS.
 
So haven't heard anything in a while. It seems like my stutters are either gone or very rare, however the freezing is still happening sometimes although it feels like it's not happening as much and I don't think it's even happened at all today.

What were the voltages and temps in the BIOS.

Freezes are typically hardware/heat related, for how long does the computer freeze, freeze = the computer locks up and will not respond to any mouse or keyboard input.
