You're using multiple monitors of varying refresh rates- if you plug them in separately does the issue follow one of the monitors or cords?

It is a pretty well known issue that varying refresh rates/resolutions can cause strange issues- I didn't follow in your postings if this is something you had assessed or not.

I'm using 2 monitors, main (144hz display port), second (75hz HDMI). If I put both at 60hz or 75hz mouse lag still there, if I disconnect the HDMI cable from second monitor mouse lag is gone, if I disconect both and put HDMI on either one of the monitors without the other one, mouse lag comes back, any time HDMI is being used in any monitor, any hz, mouse lag comes back. But when I'm only using the display port on main and second one is off, mouse lag is gone. So pretty much at any setting that I'm actively using HDMI mouse lag is there.

Run DDU and download a fresh installer executable from here.

An important note: You MUST download the driver executable and disconnect your computer from the internet before running DDU, otherwise Windows will automatically download drivers (which you don't want).

Once you have ran DDU in safe mode, boot up into a normal Windows session (ensuring that you aren't connected to the internet for even a moment) and run the installer.

Restart your computer from the power menu and see if this helps.
 
My PSU: 400W REAL ELECTRO V2 SERIES 80 PLUS WHITE

I only go back home tomorrow later in the day so I can't run DDU rn but i'll do it as soon as i get home. This PSU is also fairly new, I got it on november 10th cause my old one (same model for 4 years) broke.
 
Is it that bad? Got no money right now that's why i got this cheap one, if it is I could return it and get a better one
 
Yea, I did the test with the DDU thingy, didn't work, I've accepted that this is probably a hardware issue and the only way to get rid of it would be to buy a new GPU, so i'm never fixing it cause GPU are insanely expensive. So whenever I'm playing a game with friends I disconnect the second monitor and when I'm working or doing smt else I plug it back in, very annoying but it is what it is
