Why won't my PC boot after I turned on safe mode?

Hi and Thanks for reading.

This all Started yesterday with my PC when I found a malware chrome extension on my computer that has been there for a while called optimum search. I wanted to get rid of it so I went to YouTube and search up a tutorial on how to do this.

During this tutorial it advised to go into safe mode so I did just that. After enabling safe mode I restarted my computer and this is when the problem started.

My computer wouldn't display anything to the screen but itself was getting power because I saw the blue light on the power button. The screen just kept display a message that read "out of range" I even left my computer on for a full hour at one point to try to see if it would just work on its own but that didn't work.and my computer still haven't seen the light of day since does anybody know how I can fix this or why it's happening?
 
Well it turns out the pc itself is perfectly fine . But the HDMI cord or the screen are Broken In some way. A new HDMI cord should fix it
