I feel like an idiot but because of all the talk about the verge's pc build I just noticed my PSU was upside down, assuming I put it in wrong back when I upgraded my pc. Not sure how that would affect my pc but yeah, that was a thing.

The problem still persists with the very short stutters but now that I think about it I probably put my PSU in wrong back when I got a new fan earlier in the thread. When I got the new fan I rewired the case and took out a hard drive bay that was constricting my PSU in terms of plugging in cables. I think the stutters can be chalked up to the motherboard although I guess there's no way to know for sure without trying a new one.
Disregard this post, I managed to fix what I was having problems with although stuttering is still a thing at this point I think I might have to live with it.

That would overheat the PSU.
Couldn`t say for sure and trying an alternative PSU and GPU would still be the best option, if you can live with the stutters fine but if not it looks like you will need the services of a local tech store.
NB: Heat is the bane of all things electrical, it kills the hardware slowly but surely and damaged hardware cannot be repaired.
Well I'm pretty sure the freezes were just a PSU overheating problem because that seems to be fixed but these stutters did only happen once I upgraded and it doesn't bug me that much, will probably upgrade my GPU soon if I can find a good deal.
Most likely as most of the heat would have been trapped inside of the PSU heating up the components and the computer case around it, only a small amount of hot air will have been escaping through the rear vent and no cool air will have been getting drawn in.
Entirely up to you but would rather pay a small fee and get both the PSU and GPU tested first, you may even get it done for free if the tech store are aware that you are looking to upgrade your GPU in any event.
@phillpower2 My monitors (both) have been visually stuttering consistently every ~30 seconds I think. GPU usage is staying the same, could this indicate motherboard issue. This is happening when not even playing games, just chrome open.
That could be your internet connection or a power supply issue, if it does not happen when not connected to the internet and simply working on the desktop it would point more to the internet connection, advice is still the same I`m afraid, get the whole computer checked out by a local tech
I'm pretty sure there's an electrical issue in my room. All stuttering is randomly gone. I see my lamp flickering, what I mentioned earlier with my fan toggling my mouse lights, and event viewer shows crashes due to power loss.
I got a UPS because apparently the whole neighborhood has some sort of power issues and my dad had already gotten a voltage regulator for the tv that was having some issue.
Good call using a UPS, I would recommend that one is always used but not everyone has the financial resources to purchase one and some others have little to no room to accommodate one.

There was one instance where the mouse felt super choppy but a restart fixed that. Gotta say I didnt know it would be so massive, I could barely carry it upstairs. Probably another 5 days just to make sure nothing happens and I'd say it fixed the random freezing.
Sounds like you have purchased a good quality UPS there, the smaller printer size ones are ok for a notebook but not for a desktop imo.

I was thinking about giving my memory another go. Currently I just have it at 2933 for stability but it's a 3200 kit. Thoughts?
I would leave well alone for now, it is the only way that you will be able to determine if the stable power that having a UPS ensures has resolved the issue, if things are ok after your minimum of five days then you can start tinkering.
The pc froze 2 times but it came back and there are no additional power critical errors in event viewer.
