Recently I am facing this issue. whenever I click right click and select new, the menu box or 'context menu' freezes along with the file explorer. It does not happen with other items such as sort by or view by options in the context menu. It only occurs when I click new. It freezes like about 15 seconds and then works fine. It freezes even when I press new via menu bar in file explorer. Also, the issue persists in the safe mode too. But when I tried it with a new user profile it did not happen. What could possibly go wrong? Is it a broken registry issue or a software issue or a virus? How can I fix it? Yes, I have made some changes to my system recently but not sure what were the changes. Among them, I removed a software named Mirekusoft Install Monitor which was stopping software from working properly. Also, I used a diagnostic software named QuickBooks Install DiagnosticTool which finds issues in my system and fix them automatically.

After these things, I am facing this issue with my context menu. I tried sfc, disabling shellnew items, ccleaner, and some more tweaks but none didn't help.

My system.

windows 10 build 1809
RAM 8 GB
Msi Nvidia GTX 970,
Toshiba 500 GB HDD

after the forced wait time, when the New submenu finally shows itself, can you take a screenshot of that and attach it here.
that may show the program that the context menu is waiting on to populate.

Yeah here it is https://prnt.sc/l7vtj5

I have disabled most of the items with a program named "ShellNewHandler" but still, the issue is not resolved.

Here are the items screenshot too http://prntscr.com/l8mbys

I don't if there is any hidden program which is interrupting with the context menu or not.

You could try rolling back your system to before Windows 1809 update, which some users had problems with, and if that doesn't help try restoring to a restore point before you made changes to the installed software.

You also really should get in the habit of making regular system backups.

Wow, not many items in it are there?
Before trying Gus's suggestions which I think are your next logical step, have a crack at using CCleaner, it has a area that can remove context menu items.
They are in 3 categories, Directory, Folder and Ffile (I think the last one is, not in front of my PC at the mo)
You may get lucky.

To add to Gus, also try a Repair reload of Win10, your settings and software won't be touched.

With any of the diagnostics software did you run any registry cleaners? Do you know if any ran by default?
What was the out come of the SFC? Did it finish completely?
Some tools can be very destructive and may have corrupted this user.
But when I tried it with a new user profile it did not happen.
Since you have created another user and tested it and works with out flaw why not just transfer your data to that user?
OR
You can temporary transfer to there then delete the affected user and recreate it and transfer the files back.

Quickbooks is a book keeping program not a diagnostic tool.

QuickBooks install Diagnostic tool is an application to repair Net framework, visual C, and XML issues that may affect apps like Quickbooks, and its use here may be questionable.

Why not do as Rustys suggests and create a new user and move your stuff to it, then delete the old one????
