It all started around 2 weeks ago, steam would take up 30% of my cpu randomly for no reason, was not downloading anything or even doing anything. This caused insane fps lag when playing games
So I factory resettled my PC
Everything was fine for a few hours when I was downloading everything back but then the fps lag started happening again
A few days go by, and I decide to clean my cpu and GPU
My GPU's temperature when playing games is now 20C cooler on hard to run games like battlefield
But the same fps lag was happening
I started opening up msi after burner and task manager to see what was going on
Sometimes msi afterburner would see my cpu going up and down to random numbers up to 40% of my cpu while at my desktop, task manager reports nothing totaling that much!
Then when I play games, my cpu never stays at 100%, it would fluctuate from 100% to 60% to 70% and back to 100%, ect
There are times I get this random burst of frame drop and lag where both my cpu and GPU go down from 100%(ish) to 70%
This happens for around .5 seconds then it goes back to normal
If it wasn't this last part I would assume it was 100% a broken cpu problem
But the steam taking up 30% of my cpu before the factory reset also boggled me
I loaded up battlefield 4 without steam opening up, and the same problems listed above happened so it's clear that steam isnt currently stealthily taking up my cpu anymore
I currently dont know what to do, do I need a new CPU?
I have a i-5, gtx 1060 6gb and 16gbs of ram, nothing like this has happened in the past two years I've had my pc

Sorry about the delay. Been trying to tackle new threads one by one.

Let's stress test your GPU. Download Furmark and install it. After installation, run it and select GPU Stress Test. Let it run for about 30 minutes or so. If it errors out, reboots the computer, or shuts the computer down, your GPU is failing. Let us know the results :)
 
My GPU stayed between 93-100% usage while my processor remained around 50-60%, so this means my cpu is failing?
 
Did you run Furmark? Furmark uses 100% of GPU but not CPU. It's designed to stress test the GPU only

Basicly used all of my GPU
Only around half my cpu though
