My computer has recently started having a weird issue that I can't seem to pin down.
When I put it to sleep, the process goes normally, the computer turns off the displays and runs the lights on my KB/M and case fans until it eventually shuts down.
However, when attempting to wake it up, it makes the click noise it usually does, then immediately powers off and restarts(Or at least acts like it's restarting). However, once it has restarted or whatever it does that shuts the fans and peripherals off, there is no output to the monitors, and the keyboard and mouse do not light up of show any signs of functionality. I can tell it's on because the fans are running.
My tower has a reset switch that does not seem to work when this happens, pressing and holding the power button is the only way to get it to reset and bring the display/devices back. This of course greets me with the expected error telling me there was an issue and asking me to boot into BIOS.
I have attempted:
Changing the power plan
Running updates (GPU, Mobo, Windows)
Unplugging/replugging the devices when they are not responding
Changing networking adapter options (Disabling unused ones such as WiFi since I use a LAN cable, and disabling VM connections), I run a virtual machine occasionally.
None of these seem to make the issue better.

Intel i7-8700k
Asus Z390-E Gaming (With a warning Q-LED that seems to indicate a VGA/video problem that I was never able to identify)
EVGA NVidia RTX 2080 Black (This unit was recently received as a refurbished warranty from EVGA, there are no issues with it as far as I can tell)
32 Corsair Vengeance ram running at 3200MHz
Samsung 860 EVO SSD (1TB) (BOOT)
Seagate Barracuda HDD (2TB)
Seasonic FOCUS Plus Platinum 750 W 80+ Platinum (Fully modular)
Peripherals:
Asus TUF Gaming VG279QM (x2) (Running at 240hz not overclocked)
Corsair K70 Mk.2
Corsair Harpoon
