Please Help!!!!!!!!

My computer has randomly started having problems booting/starting. It will begin loading, very slowly upon startup and it sometimes freezes before getting to the sign in window. Sometimes I make it to the sign in window, but it freezes there. Very rarely I'm able to sign in, and then it freezes shortly after. Occasionally after rebooting I get the error code 0xc000000f or it says windows has failed to complete the update. I have cleaned up my drive of some space and cleaned up unnecessary start up programs, and other programs that i don't need. I can start windows from bios in safe mode and safe mode with networking. I tried the self diagnosing/troubleshooting tools to no avail. I opened the cmd and performed an SFC scan, it said "Windows Resource Protection found corrupt files but was unable to fix some of them." Then I tried all of the DISM /Online /Cleanup-image options and that didn't do anything either. I created a windows 10 install on a USB in order to get some more options for repairs/booting/troubleshooting. I clicked the startup repair option, it said "Startup Repair couldn't repair your PC". Am I going to have to start from scratch and completely wipe this POS and re-install windows 10?? please help...


Custom Built PC -
CPU - AMD 6350 6-core 3.9GHz
Cooling - Corsair H80i GT
Motherboard - ASUS M5A99FX pro
Graphics - ASUS Radeon R9 390 8GB
Power supply - Thermaltake 750w
OS - Windows 10 (obviously)
RAM - GSKILL Ripjaws X 8GB (2 installed for 16GB)
LG internal SATA blu-ray dvd drive
Hard drive (suspected issues) - WD 1.0 TB SATA cache 64MB
 
Update: I when selecting the boot option for the USB, I selected the standard option, not UEFI. I think this was wrong and accomplished nothing. Just realized I have the UEFI option, trying it right now. I clicked repair this pc, and if forget what I clicked next, something repair related and is at the black screen with the ASUS logo with the spinning microsoft circles and under it says "Attempting repairs". It has been doing this for about 10 minutes now. Hopefully something happens soon.
 
update: after an hour of 'attempting repairs', it said it could not repair, try restoring bla bla bla. I tried a system restore. That also failed, it said "System Restore did not complete successfully. Your computer's system files and settings were not changed. Details: System Restore failed to extract the file (C:\WINDOWS\System32\wpncore.dll) from the restore point. There was a disk failure during the restore. This might be caused by bad sectors on disk. Run chkdsk /R on this disk and then try running system restore again." booted up in safe mode with network enabled, pulled up cmd prompt, typed chkdsk /R and hit enter. said it could not run that action now because the disk is in use, would you like to chkdsk upon restart? i said yes. restarted the pc, now it's scanning and repairing C: drive. I'll post again when it's done, may fall asleep before then lol
 
I gave up, the HDD had to have been f*cked. Bought a Samsung SSD 850 EVO and windows is reinstalled and life is good. Setting up everything now.
