There is likely nothing that is going to help, except logging n as admin.

Not heard of that before Mal, I know that if the OP was within the EU being younger than 16 would be an issue but not when outside of the EU and only needing a Windows download.
That I was aware of and it makes sense, twas the age 13 bit that had me thinking.
But also seems that the installer clean up tool is pointing towards the D: drive, perhaps windows is looking in the wrong location for programs. Which could be the entire issue here.
In elevated command prompt.
mountvol S: /D and mountvol T: /D. You can also try mountvol /R, which should remove all drive letter assignments for which there is no currently mounted drive.
According to MTB log , there is only c: and e:

I believe that is due to you not being admin. Can you just ask whoever is in charge at your house to help you with this issue?

Unzip to the desktop and double click the X64 version and run the command prompt within the tool.

Where are we with the C++ thing - is it uninstalled and we can't install again, or can we not even uninstall?
If trying to uninstall, use Revo Uninstaller or Geek Uninstaller to force a removal of it.
If trying to reinstall, how about creating another login account and trying from that user?
Software is installed by any user and is seen across the local machine to all users.
And while under this new user, see if Windows Updates finds anything to install.

The last Speccy showed you had a C:\ and a E:\ drive.
But at some point you must have had a D:\ when you created that Alex admin account.
