Solved no bios access on boot-up or restart

i have finished all tasks as per your suggestions, no change, but wait, i made an observation which may lead us to the culprit, when after turning off the power switch off and removing the cord at psu, waiting 30 sec. and pluging the power cord back in, when turning on the switch at the psu back on i saw a white light flash from the motherboard( not the rgb color of the motherboard) i noticed once that on shutdown the rgb on the motherboard stayed on, not every time, when not removing the power cord from psu resulted in a low white flash when turning on the switch at psu, when unpluging the power supply cord from psu resulted in a bright white lite when turning on the switch at psu, seems a motherboard issue ta me, what ya all think!
 
An Admin has given this suggestion
Click the Start menu and select Settings.
Select Update and Security.
Click Recovery.
Under Advanced startup, click Restart now. ...
Select Troubleshoot.
Choose Advanced options.
Select UEFI Firmware Settings.
Click Restart to restart the system and enter UEFI (BIOS).
 
thanks peter for suggestions, not sure in bios, to turn off usb power, in usb configuration i have 5 options, legacy usb support, xhci hand off, usb mass storage driver support, port 60/64 emulation, and mass storage device. the admin suggestion results in fuzzy screen and no advance screen, is there a key to push on start up that would take me to the advanced options?
 
when i hold the power button down to shut it down for 15 to 20 sec, it shuts down in about 4 sec. the rgb lights on the motherboard stay on, when i shut down from os they do not, when pc is restarting and hitting the delete button it shows fuzzy screen then black flash then back to fuzzy screen and stays there, seems like it accessed the bios but dose not show it just fuzzy screen, should i see a white flash from motherboard when turning power on at the psu switch? only happens when i shut down and turn the psu off and then back on before powering the pc up.
 
and you did try reset bios to defaults?
LEDs in Sleep, Hibernation, and Soft Off States Allows you to set the lighting mode of the motherboard LEDs in system S3/S4/S5 state. This item is configurable when LEDs in System Power On State is set to On. Off Disables the selected lighting mode when the system enters S3/S4/S5 state. (Default) On Enables the selected lighting mode when the system enters S3/S4/S5 state.
