Open Internet out of nowhere stuck on 1MB/s download (tested on "speedtest by ookla")

So, the problem is in title, and more specifically im using ethernet, this problem only appeared today (yesterday and normally I get around 10MB/s download speed)
edit: This HAS happened some time before multiple times but I dont remember if I fixed it or it fixed itself
 
Let’s see what is running on your system.
No personal data is published and everything shown is safe.

1) Download Speccy by Piriform.
In Speccy, click File > Publish Snapshot > Copy to Clipboard > Close.
Paste that link into your post. Is Speccy safe?
 
Try the following;
  • Uninstall AVG and Kaspersky security software. That will then auto-enable the inbuilt Windows Defender software, which is all you really need
  • Disable the VPN and both Hyper-V adapters
  • Check the AMD website for a BIOS update as yours is 3 years old
  • All your scheduled tasks can be disabled
See if any of those help.
Other things to try - create another log in user and see if the issue repeats.

Hello, I tried the 2nd and the another login methods to fix the problem, and what worked was unplugging ethernet from pc, restarting pc and plugging it back in 👍
