Specs:
Windows 10
Gigabyte rtx 2080 gpu
Ruzen 9 3900x
Crossheir viii hero w/ wifi
Noctua cooler
2tb hybrid Seagate ssd drive
1tb Samsung Evo ssd
32 gb trident z ram

I dont have many startup apps, basically none. With the noctua air cooler, the cpu stays cool and the gpu as well with using the pre setting gaming overclock option. The ryzen is over locked very little just using the setting the bios already over offers such as the cpu core enhancer and overclock tuner just because I feel like the cpu doesn't need to be over locked much for what I need. However when using these specific applications, I ALWAYS HAVE PROBLEMS. Such as netix giving me an error message when trying to use the app, however netflix on the browser will be perfectly fine. Also the Xbox beta gaming app will constantly just force close whenever browsing the game pass section but won't force close if I hurry and click on the store tab. When trying to start halo wars, it'll show the window but then suddenly just force close. In order to stop this I have to restart the computer but eventually half way through the day it'll do this again. Also when restarting the computer IT TAKES FORVER. I can't stress this enough. There's been times when I restart the system, go take a shower and the green "please wait" screen will still be up. This should not be a thing.

I should mention that out of 3tb of drive I only have 800bg lest and I have a feeling this a problem with ram memory not refreshing properly only because the computer works fine again when restarting. Any ideas on how to resolve this problem or how I could begin troubleshooting the issue?

because of the bootup times and you saying everything errors, I'd be looking at the drives first.
disconnect the non-system drive and just run the rig with the primary drive and see if that helps.

get the SMART values for both drives.
how old are they?

get Speccy from here; https://www.piriform.com/speccy/builds
in Speccy, click File > Publish Snapshot > Copy to Clipboard > Close.
now you can paste (Ctrl+V) that link into a post.

Okay so sorry for the long wait for a reply. So before I got your reply, I wiped my system and reinstalled windows. It's been working good again but I did realize that all the programs that I was having issues with were installed on that ssd card. Do you think this is a sign for a replacement? It'd be weird considering I just got it last December.

the Samsung EVO's are a rock solid SSD, but having said that, all things have a bad egg.
that's exactly what warranty covers you for, so while unlikely, you may simply have a bad SSD.
The SMART values would still be nice to see to give some clue as to whether or not that is in fact the case.
