I had a AMD HD 7500(1gb) installed and was working fine, I upgraded to a AMD HD 8470 (2gb). Since I changed the GPU the display is blurry. I have the latest driver downloaded and have removed all other drivers. Using a HDMI cable.

You might also think about replacing with a better more reliable power supply. Not all power supplies put out what they claim they are usually 40-100 watts off.Originally posted by TB7189Power Supply 305W 0M177R M177R

Changed the psu to a

Reinstalled the amd 16.2.1 driver (also tried an older version)
Display is back to being blurry.
When I clean uninstall driver and resort back to microsoft basic settings the display is normal.
Is there anything else that could be causing the issue?

You have done well to even be able to get Windows 10 to run on the PC as Dell say here that they do not support Windows 10 on the OptiPlex 980, Dell do offer some other info here
