sorry for the spam but just before i did the clean boot to look and infact Windows keeps automaticly installing old (2006) Drivers for alot of my Hardware
even though i turned off the Auto Hardware Driver Installer, don’t know if this info will help.

We can see by your latest Speccy report that the first drivers to get installed were Samsung USB drivers and then some odd Intel drivers dated 2040  this type of issue was documented here last year

If you check the guidance that was provided it was suggested that the drivers can either come from a disk provided by the hardware manufacturer or downloaded and saved to a flash drive etc, this really is a must and Windows should100% not be allowed to check for updates before it has been done as more often than not Windows installs the wrong drivers or in the incorrect order and this can cause all sorts of problems.

Regarding your new Speccy report, we never got to looking at the first one but after looking at the second we can see an issue with your RAM.

For now I would disconnect the two USB HDDs and the second monitor, save the required divers to a USB flashdrive, with the PC disconnected from the Ethernet so that Windows cannot look for updates, do a Windows 10 reset which reinstalls Windows but deletes everything else, you can then install the chipset, SATA/storage and GPU drivers, once done, connect the Ethernet cable and check for but do not install any updates other than for Windows 10 and Windows Defender.

Post back with an update for us once the above has been done.

NB: Please keep the two external USB drives and second screen disconnected while we troubleshoot this, it will hopefully help to narrow the cause down.

I downloaded all the drivers i could find from the Respected websites
NVIDA DRIVERS ARE FROM: Download The Latest Official NVIDIA Drivers
                      INTEL DRIVERS ARE FROM :[']https://www.intel.com/content/www/us/en/search.html?ws=text#t=Downloads&layout=table&cfownloads=[{β€œactualLabel”:β€œChipsets”,β€œdisplayLabel”:β€œChipsets ”}]]('https://www.intel.com/content/www/us...&cf:Downloads=[%7B%22actualLabel%22%3A%22Chipsets%22%2C%22display Label%22%3A%22Chipsets%22%7D)

both were put on a thumbdrive and installed with no internet before any internet was plugged in after doing a windows restart install

I can not find any for my HDD

You are not getting the chipset and SATA/storage drivers from the correct source, Intel did not make your MB AsRock did, this was why I mentioned you can either use the driver disk that gets provided with a MB or download and save them to a flashdrive.

MB drivers from here the INF driver ver:10.1.17765.8094 download should contain all of the drivers for your MB that you need, the GPU drivers from Nvidea you already have.

Calling it a day now as its late here and I have an early start.
