      Well,I was away all day,was watching pc (my pic was turned on at Home Screen)via TP Link camera, all good,BIOs was on default setttings,UPS was out,I came home lying to bed ,and I heard the PC doing restart Loop again,so I guess problem is not solved.
      When I come home I turned pc off,so the restart loops started happening while it was off

        Not sure what you mean by the above, are you saying that the PC restarted when the UPS was not connected to it.

        I mentioned this before, have you made sure that wake on LAN is not enabled in the BIOS.

        Are you properly shutting down Windows when you are done and why are you not turning the PC off at the wall socket when it is not in use.
