No matter if the MB details were incorrect anyone that told you that “you dont need a 2x4 and that a 2x2 should work” is reckless and should not be in a position to give out such bad advice, see the 8 pin and 4+4 pin info below;
8 pin EPS +12 volt power cable and 4+4 pin +12 volt power cable
You mention not getting any beeps, checked the MB specs and it does not have an onboard speaker so unless you have fitted your own you will not get any beeps, see attachment below;

Doesn`t look good for the motherboard as previously mentioned you will not get any error beeps from that model of MB unless you have fitted a BIOS error speaker like in the attachment but the fact that the RGB RAM does not light up suggests that there is no power going to the memory slots.
If you are 100% certain that the 8 pin and the 24 pin power connections are securely in place the board definitely looks to be bad and you should contact the merchant from where the board was purchased to arrange its return.
Please note that the board will be fully tested by the merchant and if any user damage is detected they will most likely not honour any warranty that the board may normally have.
That particular MB has a very bad DOA record (see reviews here) so it could be the board but at the same time it could be a compatibility issue between the version of BIOS that the MB ships with and that which the Ryzen 3 2200G(YD2200C5M4MFB) requires, see info here
If the bios wasn’t on the correct version would I be getting the same results as I previously stated?
Yes and the reason for this is because the MB is getting power from the PSU but the BIOS chip cannot communicate with the CPU as it does not recognise it, this only if it is the wrong version of BIOS and the board itself is not bad.

The only way to do this is would be to fit a CPU that is compatible with the version of BIOS that the MB shipped with, update the BIOS to the latest version and then swap in the better CPU, this again only if it is a BIOS issue and the board itself is not bad, please see my canned info below for how to best avoid such issues;
For the best and most stable performance you should where possible purchase a CPU and RAM that have been tested and approved by the motherboard manufacturer, this is referred to as the QVL ( qualified vendors list ) understand though that there are too many products released for them all to be tested so other hardware will be compatible but not proven to be.
Good or bad you need to return the present MB and either find out if it was DOA or if it needs the BIOS updating to be able to use the Ryzen CPU that you have.
Sorry but that is not possible with a non functional MB and CPU, what you will be hearing is only the HDD mechanism moving as it does when it is getting power to it, nothing on screen = no functional processing or graphics.
