You have not extracted the file you downloaded
You need to extract it and then either let the exe run
or point to that folder.
It will normally put it in C:\HP Universal Print driver.

No not cd
It wants the file
so instead of pointing to the CD you point to the folder.
You then change the generic driver to the PCL driver
I run the downloaded executable, which extracts itself to many files.
I try the procedure of post 31. I don’t know what I am supposed to point to. so I point to a file at random, namely hpmews02.inf. to see what will happen.

I pick HP Universal Printing PCL 6 (v7.0.1).
That seems to install something.
I test the new new printer from Notepad. It is unclear what it printed, but it is not correct. I removed paper after it had ‘printed’ 3. Strangely enough the print queue is empty.
Trying again. The printer prints the first page incorrectly and tries to print more pages. This time the print queue is not empty, but as I watch it the print task disappears.
I try to print from LibreOffice. The page is printed incorrectly and the printer tries to print more pages. At least the print queue emptying automatically is an improvement.
Yes, I had the Generic / Text Only Printer replaced.
Now, I go to ‘Printers en scanners’ and pick the HP Universal Printing PLC 6 (v7.0.1) to replace it. I do as in post 31. I again use the file hpmews02.inf.

Then I pick the HP Universal Printing PLC 6 printer, without the ‘(v7.0.1)’ .
In ‘Printers en scanners’ and in ‘Apparaten in printers’ the v.7.0.1 has been replaced by the newly installed one.
I print from Notepad uning the PCL 6 printer. It prints incorrectly and tries to print more pages.
I connect the printer to my PC via USB and it immediately tries to print. I turn it off, add a page and on to see what. It is a page I tried to print from LibreOffice from my previous meddling. It again triy to print more pages. Looking in print queues I see it is the HP LaserJet 1022n, which has 3 tasks. I never used or installed this printer via USB. I think it is a remnant from an TCP /IP installation.
I delete the 3 tasks and turn off and then on the printer.
I try to print something from Notepad using the HP LaserJet 1022n. It prints once correctly.
I try to print something from LibrfeOffice using the HP LaserJet 1022n. It prints once correctly.
Installing the printer via USB thus seems futile.
I’ll probably try setting up the printer from a different user account this afternoon, although that don’t what is ‘the HP original driver’.
I created a new user account and logged into that account to try the following :
Printing from Notepad using the HP LaserJet 1022n didn’t do anything.
Printing from Notepad using the HP Universal Printing PLC 6 printed incorrectly and tried to print more pages.
So I installed the printer as a TCP/IP printer with new driver (automatically found apparently), called HP LaserJet 1022n (Kopie 1).
The test page printed fine and just once.
Printing from LibreOffice using the HP LaserJet 1022n (Kopie 1) printed correctly and tried to print more pages.
Printing from Notepad using the HP LaserJet 1022n (Kopie 1) printed correctly and tried to print more pages.
In both cases I got the notification that the document could not be printed.
It is a page I tried to print from LibreOffice from my previous meddling
Hmmm
Ok go to control panel > Devices and printers remove all the HP printers.
Hold down the Windows Key and press R to bring up the Run dialog.
Type services.msc then press Enter.
Find the Print Spooler service in the list. Right-click it, then select Stop.
Minimize the Services window. Hold down the Windows Key and press R to bring up the Run dialog.
Type or copy and paste: %systemroot%\System32\spool\printers then press Enter
Click on 1 file then select all of the files by holding CTRL and pressing A
Press the Delete key to delete all of the files.
Go back to the Services window right-click Print Spooler then select Start.
Reboot
If you look in Libre Office to print you should not see the choice to print to a HP Printer
If true
Go back to control panel Devices and Printers
Reinstall the printer with Generic text driver
Test from from notepad
and test from Libre Office - make sure it is the HP with generic text driver you are printing to
I think I have removed the HP Laserjet 1022n (Kopie 1), but it appeared back at the tail of the list.

Now there is no more option to remove the device. Right-mouse clicking does not cause a context menu to appear. However, after restarting the PC, the printer has vanished.
I stop the Print Spooler service.
I open the folder C:\Windows\System32\spool\printers and it is empty. So I don’t delete anything.
I restart the Print Spooler service.
I restart the PC.
C:\Windows\System32\spool\printers is still empty.
In Notepad and in LibreOffice all the HP printers are gone.
I go to ‘Apparaten en printers’ and click ‘Een printer toevoegen’.
I click that the printer I want is not in the list.
I choose the Generic / Text Only printer :

I click ‘Volgende’ and choose to replace the current driver.
The test page prints fine once.
Printing from Notepad using Generic / Text only prints fine once.
Printing from LibreOffice using Generic / Text only prints a blank page once.
Are you suggesting that LibreOffice is preventing the printer to be installed correctly ?
No

I suppose I can. Why would I do that ?
To see if it fixes this

All I can do is suggest the steps I would take if this was a system I was working on or my own system.
We cannot say our advise will always fix things. It is a case of experience and guessing
