I still don’t know what you did. You used the official media creation tool to do what?
Download the ISO and make a bootable USB? Boot from this USB?
Did you get to the screen where you can delete partitions? Did you delete and let Windows re-create the partitions?
I’m only trying to make sure you actually clean installed. Alot of people call the refresh a clean install but it is not.

The above is correct way to perform a “clean install”.
If you did clean install as per the above link, then you need to go to your motherboard page and download the chipset drivers.
