    Do me a favor and before you remove your CPU, remove your graphics card and make sure the capacitors look good and everything checks out. If you have a spare card, put it in and try it out. If it goes to POST and boots up, you know your graphics card is at fault. If it fails to boot up still, you’re looking at a dead CPU or motherboard. Lights and fans spinning indicate the PSU is alive and kicking. Are you certain your CPU power connector is firmly attached to the motherboard? Sometimes it can get dislodged.

      When you reseated the CPU did you have to apply any pressure?

      You have check to make sure that the Monitor is plugged into the Graphics Card and not the on-board. have you tried it with out the graphics card and using the on-board?

      Some motherboards will not power on if the fan for the CPU is not plugged in to the motherboard.

            There should be four LEDs on your motherboard. These Post State LEDs help spot hardware problems that occur on boot up. If any of these LEDs are lit it indicates a problem. They can also help narrow the focus in the search for a solution to your issue.

                  Can u recommend a MB doesnt have to be a gaming but the CPU is a amd 8250e don’t wanna spend to much over a $100

                      Ii looked at my mb more closely especially where the CPU fits in tats wat I found . Looks like paste got in there . Would that be the problem?

                          Best bet is to replace the motherboard. You will need to get a magnifying glass and well lit area and make sure there is none on the pins of the CPU(s). Remembering that the pins are extremely fragile and will break easily.

                          Once the stuff gets in to there and dries it is hard to remove.

                            Which CPU will you be using with the replacement motherboard? You mentioned you have an AMD Phenom 1100T which is an AM3 chip and then you said you have an AMD Phenom X3 8250e which is a socket AM2+ chip. What CPU are you intending on using?

                            If its the AMD 1100T then I would get this motherboard ASUS M5A97 R2.0 AM3+ AMD 970 + SB 950 SATA 6Gb/s USB 3.0 ATX AMD Motherboard with UEFI BIOS.
