assuming your Win10 was already activated, why are you wanting to re-activate?
even if you reinstalled Win10, your activation is recorded at the Microsoft Servers level and will auto-activate once online.

if for whatever reason you do need to reactivate, and can’t get online, there is the Microsoft support number you can ring and a robot will guide you through the activation process. in short, it’ll ask you to enter the Product Key and they give you an unlock code to type in.

You have two options, clean install Windows and initially skip entering a product key or purchasing a Windows licence key and entering it now, until you have a legally installed OS no assistance can be offered.
