This is the manual way, never mind the powershell.
Turn off per-window remembering
Sttings → Time & language → Typing → Advanced keyboard settings → untick
“Let me use a different input method for each app window”.
Sign out or reboot so the fresh registry state is loaded everywhere.Comment

Oh my gosh!
I’m sure you sort of understand since you were around for at least 20% of the process (and responsible for 100% of the fix) but I’m so F’ing happy right now!
PC’s humming, games are gaming, @'s are @ing… I’m so stoked.
It’s been a long road.
Very infrequently do I wish I was super rich but right now, I’d love to be able to give you a million bucks…
I’ll make another donation within my means (and maybe another one next week) and just say thank you.

You are very welcome. Just having a response like this is why I do this, and as far as anything else just leave well enough alone no need to investigate any further.

Well, it’s pretty close to perfect.
I managed to play Helldivers for the whole evening (3+ hours) with my brother and nephews. Only when I closed/quit the game at the end of the session did it finally freeze. Helldivers 2 is known to do that though (freeze upon quitting the game) so I can’t necessarily attribute it to whatever has been plaguing the system for the past month.
There’s also an interesting pop up every time I shut down/restart the PC. I’ll link a photo just in case but it seems pretty harmless (actually can’t link it for some reason). It took a few attempts to get a photo of it because it only shows up for about a 10th of a second.
Realistically, I’m happy with how it’s behaving now and ready to call this matter solved.
The helldivers freeze only happened once out of the many times I tested it so we can just blame the game…
Feel free to close the thread knowing that you’ve essentially given me back my gaming PC. It’s nice to have this machine I spent thousands on do something more than frustrate me and act as an expensive paper weight.
