I wonder. This from Microsoft
βSome games and apps might experience lower than expected performance or stuttering on Windows 11, version 22H2,β said Microsoft at the time. βAffected games and apps are inadvertently enabling GPU performance debugging features not meant to be used by consumers.βComment

See what happens when you disable the XMP in BIOS in the RAM.
While in the BIOS look for something called Fast Boot (maybe Fast Start) and turn that off
Set the active power scheme to Balanced
Active power scheme: AMD Ryzen Balanced
While you are in the power setting
Look for Shutdown settings
Tick out for Turn on Fast Startup (recommended)
Might check to see if a clean boot reveals anything.

The below has already been mentioned a couple of times but the OP seems to be disregarding the importance of it;
Operating System
Windows 11 Pro 64-bit
Computer type: Desktop
Installation Date: 08/11/2022 13:39:19
Since Windows was clean installed only the one driver has been installed and that out of sequence some sixteen days after the Windows install, total waste of time trying to fix this if the correct procedure/s are not followed.Comment

Hey, havenβt gotten around to test all of this yet, but i tried turning off the XMP and the fast boot. However, I couldnβt tell really any difference.Comment

To avoid us having to ask for an update every couple of days we will close this thread until the OP has the time available to work towards resolving the issue, PM a member of staff when you are ready and the thread can be reopened.Comment

Hi again,
As Iβve mentioned previously, I was considering purchasing a similar spec pc to the one I already owned. To explain, this was just in order to determine whether or not the issue was caused by the pc or something else. Anyways, long story short, Iβve now gone through with the purchase and, Iβm pretty sure the pc is not the problem. The issues seem to be the same ones. I canβt tell if one of the pcβs are worse than the other. The stutters seem to be just as frequent, and are also happening at the same places.
I also made sure this time to follow the step-by-step guide provided earlier in the thread that explains which drivers should be installed in which order. I did this twice, only thing I did differently the second time was that I kept things as bare bones as possible. So no keyboard, mouse and other non-essential programs. I also did a test on the second installation where I used a new HDMI 2.1 cable, new pc power cable and only having the keyboard and mouse connected. In addition I also logged out oneDrive. Only thing I did not do was to unlink my microsoft account from windows 11. Iβm open to give the installation another shot without being signed in to microsoft. Just couldnβt find an option to skip it.Comment
