This is happening just after you upgraded to Windows 11?
How long are you allowing it to finish the setup and configuration before pressing the power button?
What version of Windows was on the system before?
Where did and how was the install media created for Windows 11? -
The install of 11 was fully done..this happened after I shut down…Was Windows 10 before upgrade..The upgrade was done from updates per downloading from internet..Comment

Can you access the system using Safe Mode?
See of you can get the system to roll back to a time when it was working there may have been an update/patch that they system did not like.

After I did the hold power button 15 seconds I then wait a second then press power…Says no dates to do a rollbackComment

While in Safe Mode run System File Checker
Could also see if a Clean Boot reveals anything.
You can also see if under the troubling section if a repair install helps at all if not maybe looking at a fresh install.Comment

I have been seeing more and more issues with people that have update and preformed a clean install of Windows 11 via the cloud install.
Suggest that you try using the Create Windows 11 Installation Media from here and preform a clean install using the media.
