It’s been a while, but I eventually came to the conclusion that it was the card.

Long story short, I was able to borrow a 1660 super, and it ran fine. So, with some trade-in value from my old monitor and the 5700xt, and an extra $130, I got a 4060.

For those looking to this for help, here’s my conclusion. It’s different for everybody, but these were my results:

I tried simple stuff like finding out how to wipe old drivers completely and re-install Adrenalin. Didn’t work.
I disabled MPO.
Didn’t work.
I think I did some other stuff with like ancient software, but I don’t remember because it’s been so long .
DIDN’T WORK.
I got a new monitor AND swapped the cable.
STILL didn’t work.

I tried nearly everything.

The only thing that worked was a new GPU.
