I bought it from an individual. He had good ratings though.

        Might seem strange question.
Have you connected both the 6 & 8 pin power connectors to the card.
Do you know anyone you can borrow a good power supply.
I am wondering if your psu is up to the job.
Just because it is rated as 800W it does not mean it is a good power supply.
PSU Tier List will help you to choose the best PSU out of hundreds of models on the market. From budget to the highest end Power Supplies.

        ( speculative position )

Both connectors are in. Without one of them, it wouldn’t run. Also the psu is gold rated.

See here; PSU Tier List rev. 17.0g - Cultists Network
Your Apevia Prestige is rated Tier C - Low End

I could not find the warranty for that make/model, do you know what it is?
Even the user manual on their website had no info about warranty.
                A red flag for me.
If it is not 7 or 10 years, I don’t touch them.

What power supply would you recommend? I’ve seen people talk highly of it, and it certainly has the wattage necessary.

Most manufactures do entry level models designed for office PC’s and high end model for serious gamer demands.
Suggesting a brand over another may not help.

Any power supply certified 80+ Gold (at least) and with at least a 7 year warranty (prefer 10), and you can’t go wrong.

For example, ThermalTake ToughPower GF1 or GF3 ranges, Cooler Master, Antec, Corsair RM series - just to name a few.

Because it has a sticker. It does not mean you are getting the correct values where needed,
If you look at the link Bruce & I linked to it does not get a good ratting.
If you look through the forum you will find many cases of crap power supplies affecting GPU performance.
A bad power supply will ruin a good GPU.
I am not say that your problem is 100% caused by the power supply.
It is normally a process of elimination.
You have checked the drivers and the connections.
Next step is can you move the GPU to another slot on the MB some MB’s have more than 1 slot that can handle a GPU
If still the same, then borrow another PS to test with. If still the same, then I would suspect the GPU.
If you cannot borrow another PS can you borrow another GPU that needs a similar wattage.

I figured I’d update. I’ve tried the driver thing, it didn’t work. I’m also not in the market to get a new psu. I have no idea what to do.
