Windows 10 not working

Go ahead and boot to that flash drive on the computer that needs the re-install. Once booted to that, you’ll be able to re-install Windows.

When you booted to the flash drive, did you select the Custom (Install Windows Only) option?

How do I figure out what edition of windows I have?

You most likely have Windows 10 Home

how do I know what partitions to delete?

You delete all of them

At this point a fresh install is your only option. Your file system is corrupted to the point a reset will not fix it and neither will a system restore. Once you do a fresh install, you can setup OneDrive to backup your files to.
