with what’s been tried so far, and not much else to suggest, I would be thinking it’s time to think outside the box and either do a repair install or a fresh install of Windows.

since you have skin in the game with building rigs, I would dismantle it completely, de-dust all components, re-assemble, re-apply new thermal paste and then decide which re-install approach to take.
for me, it would be backing up my files, and nuking from space, ie: start afresh.
yep, OS, software, drivers and all that they entail (accounts, passwords, product keys etc) but you will either have nutted out the weird issue (yes, with an oversized hammer for the job granted) or you can start the troubleshooting again from a known, clean, state.

Well, it’s been a bit. And the issue hasn’t come back since I cleaned it out a bit. So maybe it stioped.
