Used GPU, is this artifacting caused by faulty GPU or FSR?

Just got a used Sapphire RX 6600 today. it still has nearly 3 years of warranty but I've noticed this weird glitch/ artifact happening in cyberpunk, is this GPU's fault and I should give it back? Or is it some known FSR issue since it only happens with FSR on.

The card physically looks perfect and went through 10 minutes of FurMark with no problems.

This doesn't happen on the old GPU (R9 280x).

So other can assist let get a speccy report.

Do not forget to post the make and model of the PSU if this is a desktop.

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
 
Looking at this tell me that your PSU is not enough to run the hardware.

Minimum 500 Watt Power Supply
Used could be a bad card.

This doesn't happen on the old GPU (R9 280x).
Requirements Typical Board Power (Desktop) 250 W
