I'd like some help on how to backup my files from a hard drive that can be detected by windows.
This red arrow on disk management shows up and I cant initialize disk, an error about "I/O device error" shows up.
I've come to the conclusion that maybe the hdd is dead and I want to save the files in the drive.
I hope anyone can help me with this.

another thing that you can attempt is use a live version of Linux,

Is this an internal or external drive?
its an internal hard drive.
also, i can hear a slight clicking at the start of the boot then goes silent after
 
Could be a dyeing to already dead drive from what you describe sounds like the click of death.

yep, it sounds close to this. though not as much frequent with the clicks
is there anyway that i can save the data tho?

1st thing to do. Go to solution #4 to check that drive..
I saw this, but I cant check the drive since it doesnt show what letter it is
 
okay ill try that and see if it works, thank! would give an update if it works
 
If that does not work, then the only thing to possibly do is send it to s shop that specializes in DATA recovery.

Looking at a cost form several $100 to thousands depending on what they have to do to retrieve the DATA.

The more you attempt to access the drive the more damage it may be causing.

Just tried this, sadly the app does not detect the hard drive.

And I have to be honest I got kinda lazy in trying to restore the files in it by trying the linux fix, + I don't know how to.

I don't think I'll be trying to restore the files back, nothing important in it that's not uploaded in the cloud anyways.
