According to the specs of your video card the PSU is underrated.
I contacted MSI and they said even though online the recommended is 500w, 450w should be perfectly fine for a 1070 or 1080. My friend has the exact same pc build as me but his system hasn't had any issues and it's been 10 months since we built them..
 
Hux, how about checking the BIOs for the 12 volt rail reading. Sure sounds to me like you need a higher rated PSU. BTW what brand is your current PSU?

I'll do that now for you, thanks for the reply. It's a Super Flower Golden Green HX 450W "80 Plus Gold"
