Just confirming.
The system is not recognizing the USB flash drive?

Have you tried different USB devices to see if the system detects them?
Keyboard, mouse, ETC

Since this is a laptop do you have a network cable that you can connect form the computer to the modem/router directly maybe this way you can access the internet and get the drivers.

There is a possibility that there is a driver needed to be installed for the USB ports to work. When looked the only USB was to update the 3.0 to the newer release.

Did you make any changes in BIOS I know with some systems that you can turn off (disable) some of the USB ports.

So my usb drive or mouse wont work, same slot, and I've tried an ethernet cable and still no internet. I did the BIOS thing before and enabled all the usb/ports or anything relating to it and still nothing. Sorry for late reply, phone has been acting up.

Does the same thing happen using mouse and or keyboard in a different USB port?

Have we tried Safe Mode yet?

Lets have a look are what is in Device Manager.

Click Start
Right Click on Computer
Select Manage
On the left select Device Manager
On the right (may be middle) select open Universal Serial Bus Controllers

Post a screen shot

So for some reason, when I turned my laptop on to do your steps, it was corrupted or something and for 12 hours now it has been "attempting repairs". No clue what happened, I always close all apps and then shut it down through windows but not its forever attempting repairs I guess..

Go back into the BIOS and do a factory reset.
Save and exit
See if the system boots

The changes that you have made may be playing havoc with the operating system.

Now my laptop just boots up, goes black, boots up, goes black, repeating..and when I press F2 to goto setup or F12 for boot options, neither have a factory reset or any reset option. I'm honestly just done with the laptop, it's too far gone with it now being unable to start up property, then I dont have any drivers and I cannot get more drivers because it wont recognize my USB so it's all just right now..

So you can not set the BIOS back to Default?

Should be under Maintenance
Yeah no I'm done with it, I can do anything, cant even go into boot menu or setup, as soon as it boots its says it needs to repair and "repairs" for over a day..

From the sounds of it two things come to mind

1. HDD is finally giving out?
2. Windows install is corrupt.

Which may explain why you were having so many issues.

Personally I think the best thing to do is create the install USB drive of 10. This way we can also use the command prompt to check the HDD

You can also look into replacing the HDD with an SSD and install Windows 10 and move o that way.
