Post the complete specs of the system.

Including the make and model for the hardware and PSU.

Prior to that card what were you using?

Have you attempted safe mode?
Hi sorry could I get back to you soon? I'm working right now, and no I can't get into safe mode because the pc doesn't post.

Hi so the specs are
-650 watt cooler master psu
-16gb ddr3 ram vengeance 2x 8gb sticks
-Gtx 1080 ti aorus (current)
-Gtx 980 ti (past)
-i7 4790
-Asus B85-Plus R2.0 motherboard
-Intel SSD, not sure which one but it might be part of the 330 series, 120gb.
 
Only other information I can add to try is.

what happens if you put back in the Gtx 980 ti?

have you tried using the On-Board graphics?
would have to remove the display card.

I've given the 980 ti to a friend, but yes, I've tried my 970, 960, 580 and the on board graphics and none seem to work.
 
While you are waiting through the 24 hours take this opportunity to check all the cables and make sure they are reseated.

Maybe even assemble the system outside of the case on a thick piece of cardboard to see if the issue replicates using just the bare minimal for the system to run.

Sorry to hear that. Hopefully when replace with a proper one may need to reinstall the drivers using DDU will correct the issue.

Yeah so I'm borrowing a friend's old pc right now, we've gotten a new psu and built the pc again without the case, still doesn't post lol but oh well.
