is your Windows 8 32bit or 64bit?
if 32, that would explain part of the reduced RAM capacity as only 4GB (just shy) is addressable on 32bit rigs.

the label does state 8GB, can't see anything that says it's a kit.
when you buy stick as a kit, they label them as the combined capacity, not what each stick is, but there should be a label saying 1 of 2 or such, unless it has been removed.

64 bit and i think i bought all 4 as a kit, maybe tgats why it said 8gb then 2gx4. I tested all 4 rams and they are working. Maybe i somehow disabled dual channel mode? could that be the reason why i couldnt put all 4 rams in the slots?
 
My 2x 8gb rams arrived and tested them, pc sees them as 16gb so those 4x rams i was using are 2gb each. Everything should be good now.
