I don't know how to close the thread, but thank you for your help! :D

I actually fixed the problem last night like 3 hours after I posted it. The new computer had Windows 10... I changed a couple of things to the computer before seeing if it had fixed the problem so it's one of these three if not all of these three, solutions.

1. I turned the Xbox Game DVR off in the RegEdit for Windows 10.
2. He has a 144hz monitor that was set to 60hz so I switched that to 144hz.
3. I turned the computer into High-Performance mode, which was set at Balance Mode.

Either way one of those three seem to fix the fps issue. I personally think it is the Game DVR thing that is in Windows 10 (apparently that has caused a lot of problems for a lot of people's builds). Thank you again for the quick response.

So his issues has arisen again... He is getting roughly 32 fps somehow on all low settings and a render distance of 500 in the game H1Z1 with a 1070.. I have no idea how. Please Help

Little Update, I had him install the latest drivers for the nvidia 1070 and he is now getting 104 fps (stable) instead of 32 fps (stable)... it is an improvement but a 1070 on h1z1 should not be pushing out only 104 fps on 500 render distance at low settings. Any idea what it could be?
 
Higher FPS more than 60 does not make a difference in gaming. It will be smooth regardless of the FPS as long as it at or above 60 FPS :)

I mean "technically" it does depending on the monitor you have. That being said, he uses an ASUS VG248QE monitor at 144hz... however, he has a 1070 and is playing a game on all low settings and is only getting 104 fps stable (he messaged me today saying that it is hovering around 90-100). I mean heck, I have a AMD Radeon 7850 2GB graphics card and for csgo I run all low settings and I push out around 300 FPS. On H1Z1 I don't remember how much I get but I know its around 200... and I have an i5-3570k... he has an i5-6500k. Does that not sound weird?
 
I had him download MSI afterburner, do those look ok? or is that bad?

No, not tried a clean boot, do you mean safe mode? or is there an actual thing called a clean boot. If yes, how do I do that.

No, nothing is overclocked, dude doesn't know how to do that, and I don't know how to do that (/i don't trust myself enough to overclock) :P

I believe it is updated to the latest version, how would I go about updating the BIOS?

Awesome, I'll definitely try that. For the clean boot, what tests should I run that would give me the right info to give you to guys? And for the motherboard BIOS update, would that just download to the computer and install like a normal program or would I need to download the update to a flashdrive and 'flash' the BIOS or something (which I don't know how to do). Thanks for your reply! :D

For the clean boot, boot the machine using a clean boot state and then see if the FPS improves. If the FPS does improve then its a matter of figuring out which background program is causing the system to have a slower response time.

Regarding the BIOS update, each manufacturer will have their own way of updating their motherboards BIOS, but you should be able to just run the BIOS update program that you download from MSI and update the BIOS from within windows. If not, then there are instructions on the MSI website that will help you with updating your motherboards BIOS.

Ok Evan Omo . I updated the motherboard bios and then performed a clean boot. From the motherboard update there was a little bit of an fps increase like 1-2 fps, and for the clean boot the fps went from 120 to 135 (stable).

I disabled all of them and clean booted.

I mean 120 to 135 on a 1070 shouldn't be a thing... again I have way way way worse specs than his computer and I get better fps than that computer is getting. I was looking at a couple of articles where people were having somewhat the same problem and I saw that someone said something about cpu bottlenecking the 1070? Could that be a possibility? The cpu isn't overclocked at it is a i5-6500k Quad Core. which should be absolutely fine for games like cs:go and h1z1. That being said, performed the clean boot and installed the latest motherboard softwares, got a very little fps increase from the clean boot. Anything else that might work?

One little side note that I don't know if it is important or not but:
The computer only has one stick of ram (8gb)... I don't know what it is clocked at, but would that make a difference or anything? Also, what would be a normal clock speed for the ram and how would I check/change the clock speed for the ram. (I read online in those articles that people were suggesting they check the ram speeds, would that be true?).

Did you disable all 3rd party services on the Services tab in the System Configuration Utility as well when you performed a clean boot? You need to disable BOTH the startup entries and all 3rd party services in Windows to make sure no 3rd party programs are causing any conflicts.

Lets make sure there is no corruption in the file system.

Click Start< type Command Prompt in the Start search box, right click on Command Prompt and click on Run as administrator. After the Command Prompt window opens, type chkdsk C: /r and hit enter. Type Y to confirm that you want to schedule a Check Disk to run on the next restart. After the Check Disk has been scheduled, close the Command Prompt window and reboot the computer to allow Check Disk to run.

Nope, the Intel Core i5 6500K CPU will not bottleneck an NVidia GTX 1070 video card.

For causing major FPS loss, having only 1 8 GB stick won't cause this however with that being said, if its very low speed memory then it could be contributing to a slow system. Can you find out what speed the memory module is running at?

Also, what would be a normal clock speed for the ram and how would I check/change the clock speed for the ram.

Either look on the actual memory module for information regarding the speed of the memory, or look in your motherboards BIOS.
 
Ok, didn't see that you need to do the services tab as well. Will be able to do that probably around sunday or maybe* before. Will get back to you on that. After I do that I will do the check disk and post the results.

The Ram on the website says DDR4 - 2133. The motherboard supports up to 2133 so there shouldn't be a problem with that. As far as the speed of the ram currently, I would not know how to check that unless it was through the bios. By chance does it show up in CPU-Z or GPU-Z?

I'll definitely get the person to check the BIOS though if there is a problem with the RAM speeds. Again, and I can't say this enough, thank you so much for you help! I'll get back to you when I run the clean boot.

EDIT* Those imgur pictures btw where taken before I updated everything today, so the GPU and CPU won't look updated I guess.
