I just built a new PC but I can't get the POST screen for some reason. No signal on monitor.

When I turn it on, everything lights up. Case fans are lighting up and spinning, Ram sticks are lighting up, motherboard is lighting up. Every fan that is in my PC is spinning, except for the power supply but that's only when its under heavy load I assume.

Parts:

Ryzen 5 3600,

Asrock B450 Steel Legend,

XPG DDR4 3600, Zotac RTX 2060,

WD Black 500 GB nvme sn750,

SF450 corsair power supply,

Lian Li o11 Mini

PC part picker says that I need a bios update on my motherboard because b450s cant support 3000 series Ryzen chips, but on my motherboard box is says "Ryzen 3000 Desktop Ready" so I assume they updated it for me and that can't be the problem.

I am fairly sure my RAM and GPU are seated correctly because my RAM lights up and my GPU fans are spinning. There's also no wiggle room and they clicked in very securely.

I checked to make sure all power cables were inserted well and I am pretty sure they are.

I have the HDMI cable plugged into the graphics card, not the motherboard

I made sure that the monitor is working correctly and the cables are plugged in well

SF450 corsair power supply,
Your GPU needs a minimum of a quality brand 550W PSU and likewise it must be a minimum of Gold efficiency rated see Which power supply do you need?

Regarding the BIOS, this is something that you need to confirm with the merchant that you purchased the board from, ASRock also say that the board supports Ryzen 5000 series CPUs for which the BIOS was only released in December 2020 which is only five months after the 3000 series BIOS was released.
