So I have i5 4590 rx6400 280 watt psu prior I had same setup but with a gt 1030 I just upgrade it used ddu installed proper drivers but I’m literally getting worse performance with the gpu upgrade and idk why I reseated the card everything I could think of idk if I’m bottleneckin I play older cods like I w4 and the fos dips are bad and occasionally stutters I’ll be at 200 fps one sec 60 the other idk what the issue is anyone help I’m not rich and I got this card hoping I can play better games as I e seen so many ppl using the same card in there optiplexs and getting average 60 fps in aaa games and I’m playing older game getting worse performance appreciate if anyone could help thx
 
The speed and amount of RAM will affect performance as will an internet connection if online gaming, the most glaring problem with the hardware information that you have provided is a weak PSU;

We don`t know the brand of your GPU but AMD here and Sapphire here both say a minimum of a 350W PSU is required to support a system that has an RX 6400 present.

Fwiw, good brands of PSU do not make pathetic 280W PSUs they leave that to the junk merchants from the east, OEM brands like Dell and HP use such junk PSUs to keep their costs down, if your PC is an OEM you need to check the type of power supply that it has, it may be a small form factor meaning that there is no room for a stock ATX PSU to be swapped in.
 
Yea it’s a 250 wat psu dell only reason I got this gpu whic is a power color rx6400 is because if you look online everyone is adding these to there pcs I seen ppl have success with 180 psu with this card it boots fine but like I said the issues I watched a popular YouTube channel toasty bro use the exact same pc I have same psu works perfect I have i5 4590 16gb ram and 500 gb ssd the stutter is minor and occasionally but the fps dips are crazy and my 1030 was performing better then this at this point I’m just mad I should of never bought this optiplex I bought it prebuilt with the ram and gt 1030 for 250 which isn’t terrible but I need more than a 1030 I was new to pc at the time and the eBay listing said I’ll get 60 fos all games pretty much whic isn’t true lol so I seen rx 6409 I was excited to just slap it in there and now here I am what can I do what part can I salvage out of this to get it up and running can I get a better psu

It is the card manufacturer that is expected to honour any warranty should the card break, not a PSU calculator or some faceless person on the internet that says that it is ok to ignore any minimum PSU requirements specified by the GPU manufacturer.

What is the exact model of Dell you have, some have non propriety MBs and PSUs that are not compatible with standard ATX PSUs.

The video that you post was removed as we do not endorse people not following manufacturers recommendations.
