Message that says "No" appearing on screen. Unable to move or interact

I've been having some performance issues on my computer lately and I chalked it up to SteamVR being laggy after an update. Strange things have started happening though and I'm starting to think I have a virus. Just today I received a message on my desktop simply saying "No" in plain text inside a white box. I can't interact with it, highlight it, and no program shows up in task manager. After restarting it went away but I took a screenshot of it before hand. Any suggestions? Possible Virus..PNG
 
looks like an Alt Text pop-up box.
the sort of little info message that pops up when you hover over something, like your screenshot.
hover over it and Possible Virus..PNG pops up.

sometimes, these windows fail to close or do not get refreshed.
as you have discovered, a reboot cleans things up.

I'd only be concerned if it happens again.

After watching youtube for a while it popped up again. Now I'm also getting screen tears and little glitches every few minutes. Tried restarting again and I couldn't even use my keyboard until I restarted once more. At this point I'm thinking of using my windows 10 boot drive and doing a fresh install
 
fresh install would certainly be the big hammer approach.

first, you may get lucky doing these from an elevated command prompt;
  • chkdsk /f
  • sfc /scannow
  • dism /online /cleanup-image /restorehealth
  • dism /online /cleanup-image /startcomponentcleanup /resetbase
I would also get CCleaner from here; https://filehippo.com/download_ccleaner/5.40.0.6411.0/
click the blue Run Cleaner button (botton right corner).
after that finishes, go to Tools, Startup and on the Windows tab and Scheduled Tasks tab, untick whatever you don't recognise.
