Would I be correct in that the second monitor is the much lower spec and therefore the less demanding 60Hz HP 22w.

The fact that it happens with both monitors suggests that it is not screen but hardware related, the latter of which could even include a settings issue.

The weird thing is the PC performs as normal, either with demanding applications like Premiere, After Effects or simply gaming. Just the annoying flickers. Though I'm not savvy enough for this, I read that this could be electrical interference of some kind?

Does the issue happen regardless of what the PC is being used for or is it only when under load such as gaming or watching videos etc.

Yes, It does happen regardless of utilisation, can be idle, gaming, working, rendering, doesn't matter.

Couple of glaringly bad things going on in Speccy but before elaborating I have to ask why Windows is shown to only have had the one update since it was first installed.

Strange because as you can see yourself Speccy is only showing the one Windows update having been installed and one that has failed to install on two separate occasions.

Nope, do you happen to know what a RAID set up is.

Something looks to be seriously wrong with Windows so we will need to take a look at that but first off back to Speccy;

Can I ask why you have two screens hooked up again, you cannot troubleshoot display issues when you knowingly cause problems for yourself by having a high end and a bottom end screen hooked up.

I thought RAID just boosted performance for SSDs. And I reconnected them since it seemed to make no difference in testing. But I can change it back if it's necessary.

RAID = redundant array of independent disks which = having two or more drives that have the same data as on the boot drive simultaneously copied to them, it has zero to do with boosting performance and it will in fact impact performance.

If you want help with troubleshooting it is important that you stick with exactly what is suggested and nothing else, we are not there and so have to rely on you to do the troubleshooting for us.

Have you any idea at all why there is only the one Windows update installed and likewise how comes you never mentioned that Windows was failing to install updates.

I've been having Windows updates but never realised the is particular one (KB5034441) wasn't. And as regard to RAID, I checked the BIOS and it said it's not enabled

We can tell by Speccy that you do not have RAID and that was the point that was being made, you have installed RAID drivers when you should not have and this could potentially cause you problems.

Back to Speccy; you told us that your RAM was 4800MT/s and that XMP was enabled, the XMP bit is correct but the RAM speed is not, it is in fact 5200MT/s which is fine as the CPU is okay with DDR5 RAM up to 5600MT/s.

Change the Windows Power Plan to Balanced, Ultra and High Performance are a form of overclocking that is known to cause stability and overheating issues, the setting should only be used for gaming type notebooks that have a discrete GPU that needs the extra power.

Screen saver: Enabled

They may look pretty but there is absolutely no need to have them enabled, they can interfere with the display when it is not appropriate + modern screens do not suffer from the burn in that screensavers were designed to prevent, disable screensavers.

No changes. Did manage to fix Windows Update I believe.

Are you still on the one monitor with the two new settings, if yes, a possible GPU or power issue, the latter including the power going to the GPU.

Do you have a spare USB thumbdrive that you can use to download Linux to, booting into Linux to see if the issue is still present will let us know if the cause is Windows related.

Try booting into Safe Mode only ( No Networking ) this to see if the issue is still present when no third party drivers are installed.

The boot drive being listed as RAID could likewise be the cause and if it is you are looking at either a Windows reset of clean installing Windows and the system drivers.

I've used DDU in Safe mode to completely remove my graphics drivers and test for a while. Something tells me this is display related or even electrical interference because I just remembered years ago having an identical issue and, I believe, a new monitor solved it. Again this was years ago so I'm not too sure what I did to resolve it.
