as a work-around until a permanent fix is found, you could just run ctfmon.exe every time you start the PC.
something like this.

create a .bat file with these commands;
@echo off​
start C:\Windows\System32\ctfmon.exe​
and place a shortcut to that .bat file into C:\Users\<your user name>\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup

that way, each time Windows starts, it'll run that batch file and start ctfmon for you.
