Computer won't boot after i powered off with the buttin

I don't know if this is the right place to post this but i built my first computer a few months back and it worked amazingly, but yesterday there was a power outage while I was on it, so i checked today when the power returned to see if it worked. It lit up so i turned it off at the power button as i had things to do. Later on i powered it on and something came up from american megatrends saying my system had entered "safe mode" because i powered it off with tge button so i entered the bios to have a look and i noticed it only registered 8gB of ram (i have 16) so i turned it off from windows and put it in properly, however when i turned it back on my monitor said there was no signal. I've tried taking out and putting back in the graphics card, I've changed the hdmi cable and I've swapped tge ram slots but nothing seems to work.

CPU: amd ryzen 5 1600 af
GPU: nvidia gt 1030
RAM: 16gB patriot
MOBO: asus prime a320m-k
STORAGE: 128gb dogfish ssd and 2tb seagate barrakouda
MONITOR: Hp 27f
Please help as i have no idea where the issue is.
 
Turn the computer off and remove power cord. Earth yourself.
Remove the cmos battery. Press on button a couple of times to drain power.
Test.
If no good
Take out the Ram put number on ram stick with pencil or marker pen if possible
turn computer on
do all the fans spin if yes
Shutdown
Put 1 Ram Stick back in
Test
if fails
Shutdown
move ram stick to other slot/slots
Test
If fail
Repeat ram test with other stick. Using 1 stick of ram in the computer only

I appreciate the help but it seems the steps you gave haven't worked, I'm not sure if this is worth mentioning but when i put the ram stick in the clip you open doesn't close itself anyway des this mean i need to take it to a s

It normally means the chip is not seated correctly.
The ram needs a firm push - not excessive.
Do the fans spin do you get any beeps

Are you able to remove the power cord and the CMOS battery and leave it for 24 hours - I know it is a long time.
This will give the motherboard time to completely loose power and clear any corruption.
When you turn it back on have only the keyboard mouse and monitor connected.
No network no printers or usb devices.
