Code 43 Error on GPU. Motherboard or PS?

I have GTX 1050 (no external power plug) and windows is reporting a Code 43 error and device is not working with proper drivers. My first check was to test drivers update, uninstall, reinstall drivers direct from NVIDIA. Computer still outputs video (low res) through card HDMI. If disabled and re-enabled in windows device manager, screen goes black and forced to reboot. Last potential step for software fix was to reformat. Problem persists, so must be hardware.

I remove card and swap with GTX 1660 (external power) and this card works fine inside computer. Put GTX 1050 into another computer and appears to work fine. If card with external power works, and the card works in another computer... I assumed then that charge needs to be removed from MB so discharged pc for 60 seconds. Problem persists. My assumption now is that the motherboard is not supplying power to PCIe. Anything else I can try to restore PCIe power or just go straight to either card with external power or replace MB?
 
Hello

That code refers to a corrupted driver, more than likely the gpu driver. Try to uninstall and re-install that driver..
