Solved Can't access almost anything admin related in Control Panel

Hello everyone,

I was supposed to be fiddling around with network/file sharing for my computer when I realized when saving the settings nothing pops up for me to confirm the changes. Then I proceeded to check any other functions in the Control Panel which has the shield icon on it, stuff like Device Manager worked fine but other stuff like Adding/Managing new user accounts won't work. By won't work I mean window doesn't pop-up or anything.

I'm on the administrator account and I tried the Official Malware Removal guide on Reddit to no avail. Also tried searching around Google for my problem but I can't seem to nail it down. I'm in the office right now so I'll try any suggestion/solution and reply right away once I get home. Please help.
 
Download Power Run.
Unzip it to your desktop.
Right click it select properties.
Then select compatibility
Place a tick next to Run this program as admin.

Launch the program.
Select Launch command prompt.

Copy paste or type rstrui.exe hit enter.
This will launch system restore.
Choose a point prior to the issue.
Report back on the situation.

Thanks for the reply! I'll definitely check this out once I get home. One question though, what if I don't have any restore points? Or is it sure I'll have restore points but I don't remember creating one.
 
Under normal operation you should have some restore points. Just report back to us and let us know. :)
 
You typed in Rstui.exe you should have typed rstrui.exe
 
I would first like you to try a System Restore from the recovery console. Choose a point well before the issue. You can get there by following the instructions below. I know you say that you do not have any prior to the issue, but sometimes the recovery console will show more that in windows.



  • On a clean machine, please download FRST 64bit or FRST 32 bit and save it to a flash drive. Note: You need to run the version compatible with your system. Plug the flashdrive into the infected PC.
  • If you are using Windows 8 consult How to use the Windows 8 System Recovery Environment Command Prompt to enter System Recovery Command prompt. If you are using Vista or Windows 7 enter System Recovery Options. To enter System Recovery Options from the Advanced Boot Options:
    • Restart the computer.
    • As soon as the BIOS is loaded begin tapping the F8 key until Advanced Boot Options appears.
    • Use the arrow keys to select the Repair your computer menu item.
    • Select US as the keyboard language settings, and then click Next.
    • Select the operating system you want to repair, and then click Next.
    • Select your user account an click Next.
    Note: In case you can not enter System Recovery Options by using F8 method, you can use Windows installation disc, or make a repair disc. Any Windows installation disc or a repair disc made on another computer can be used. To make a repair disk on Windows 7 consult: https://pchelpforum.net/resources/create-a-windows-7-rescue-disc.114/ To enter System Recovery Options by using Windows installation disc:
    • Insert the installation disc.
    • Restart your computer.
    • If prompted, press any key to start Windows from the installation disc. If your computer is not configured to start from a CD or DVD, check your BIOS settings.
    • Click Repair your computer.
    • Select US as the keyboard language settings, and then click Next.
    • Select the operating system you want to repair, and then click Next.
    • Select your user account and click Next.
    On the System Recovery Options menu you will get the following options: Startup Repair System Restore Windows Complete PC Restore Windows Memory Diagnostic Tool Command Prompt Select Command Prompt Once in the Command Prompt:
    • In the command window type in notepad and press Enter.
    • The notepad opens. Under File menu select Open.
    • Select "Computer" and find your flash drive letter and close the notepad.
    • In the command window type e:\frst (for x64 bit version type e:\frst64) and press Enter Note: Replace letter e with the drive letter of your flash drive.
    • The tool will start to run.
    • When the tool opens click Yes to disclaimer.
    • Press Scan button.
    • It will make a log (FRST.txt) on the flash drive. Please copy and paste it to your reply.
 
I can't get into Recovery using the F8 method. My usb ports turn off for some weird reason. I tried using my Windows Boot CD but it says that the version isn't compatible. Should I try and make a repair disk or is there another method?
 
First open the power run tool -- on your desktop.
Then hit the start button.
Type user in the start search box.
Drag and drop the user icon into the open power run app.
Then try and run the user account set up to create a new admin account.

If that fails then open the command prompt from within the power run tool
Type or copy paste:

net user /add newuser
net localgroup administrators newuser /add


Hit enter after each.
Now log off and see if you are able to use this new user as normal....
 
Then try and migrate your stuff to the new admin account if it works.

If that fails then from within the messed up account Run the all in one repair tool.

Install (use the direct download) the Tweaking.com - Windows all in one repair tool. Then boot Windows into Safe Mode, (Make Certain To Run This Program As Administrator) then run through the Prescan on step 2 tab. Then skip to step 5 and create a system restore point. Then go to the repair tab...

Notice create a registry backup is ticked by default, so no need to do so in step 5...

Now run the program, with the boxes ticked in the picture below.

May want to save picture or write down what boxes need ticked, since you will run this in Safe Mode.


Important: Make certain to reboot twice after running this tool!!
 
You can also manage your old user profile. Then downgrade it to standard user then upgrade it to admin from within an admin account.
 
Tried using the all in one repair tool. Rebooted twice, maybe even thrice, still no dice. Still can't access most admin related stuff in the control panel.
 
The ISOs a torrent. This is gonna take a while to download. We (the country) really don't have the best internet. I'll update you once I finish the download.

Yeah we have a problem here. When windows asks for the product key. My keyboard suddenly doesnt work. So dammit. What now?
 
Does the mouse still work? Can you bypass and put it in later?
 
I got it to work by wriggling the mouse before it get to the key screen. Phew. That took a lot of time and I hope I wouldn't be doing that again anytime soon. Hahaha. Everything's working as it should be now. Thanks!

Although I kinda noticed that my computer runs slowly than before now. Any help on this?
