Yes I can always scroll up and downCould be the limitation of the software and or Operating System.
Just to confirm it all that the video is not in full screen and you can see the Tab number in the upper right. You also have no issues closing out other tabs.
This only happens when playing videos through Chrome that recently started.

Actually the highest version is 11.The highest OS is 8.1 so if it’s running that then it may not be compatable with the latest Chrome.
