What os is on the other system.
does this computer have a dvd
does this computer have a floppy drive?

Can you burn a cd/dvd on any computer?
Win 10.
Yes it has a dvd player.
No it doesn't have a floppy drive.
I can burn a CD/dvd on any pc.
 
Ok I need to test a couple of things - Any of your computers have win 7 ? just as a thought.

What I will test is
make a bootable cd/dvd that will give me a cmd prompt
From that boot to cmd then change to usb and run the install exe from the usb.

This will happen sometime today.
I need to trash a pc first back to a blank hdd and create the files and test.
I will start on this before I start work but I won't be able to finish before I have to start work.
So I will get back to you today at some time

What i did ( I have listed D: drive because that was my usb Change D to what your usb is ) if not clear ask
Went to Aomei https://www.aomeitech.com/download.html
Download the free version and install.
Go to tools>Create Bootable Media
Choose WindoswPE (it will download from internet.)
Next
Choose burn to CD - If it says no cd burner
Choose Export ISO file
Next - let it burn the cd or make the iso
If you can't burn to cd from the program let it build the iso onto desktop
When finished
Right click on the iso and burn - Windows 10 has built in burner.
Choose to verify when burning.
When finished
Put cd and usb into trouble computer
Boot from cd (do you know how)
Choose option 0 from the boot menu - No emulation
When it boots click on Tools
Click on Windows Shell Command
at the prompt type in
Diskpart Press enter
type in
List Vol Press Enter
This will show your drives (we hope)
Find the usb drive e.g mine was D;
Type in
exit press enter
Back at the X:\windows\system32 prompt
Type in
D: (what ever your usb drive was) Press Enter
At the D: type in
Setup Press enter

Do you get the install screen for windows 10?
Try and install

At the end where you said type in the usb drive letter it comes up and says--------E is not recogized as an internal or external command operable program or batch file--------it shows 4 drives C D E F' If I type in any of those letters is says the same thing.

Long way round - I hope I remember next time someone ask.
So I can improve my answers for others do you mind if I ask a question or two
 
The problem with E was it the missing colon?
Was there anything that was not claer in my instructions?
No I didn't put in the colon on E the first time.
All your instructions were clear, It downloaded winPE and burned it on a dvd no problem.
It was my fault for not putting the colon.

Again many thanks for your help.

To tidy things up
Click on the search and type in device manager
Open device manager
Are there any devices with an error
