What's going on with my GPU?

This specific problem seems to be limited to the start up of Black Mesa, I provided a video below of what's going on.

I just built this pc pretty recently, all drivers are up to date.

Specs:
5800x3d
4070 gigabyte windforce
32gb ram 3600
x570 asus mobo

If anything else will help identify the problem just let me know.

and the rig has been running that games fine until today?
what has changed - Windows Update, Steam Update, new hardware/software?

The rig has been running games fine, I had one issue where it seemed like my PC reset but I haven't had the issue reoccur since it happened.

No new changes. I built this PC from new parts and besides this and the other issue I mentioned the PC has been running great.

Just would like to point out as well, I play Left 4 Dead 2 which is also a Source engine game and the issue doesn't happen at all (in that game). Other games that aren't source engine work fine as well, nothing like what I shown in the video

Basically the black disruption on the screen when its loading into the main menu, I'm wondering what that is. If its more related to the software or my actual GPU? And if I can fix it myself or its out of my control. I don't play the game much and I beat it recently so not really looking to get back into it but I am just wondering if I should be concerned for the health of my GPU.

Sorry I am not home at the moment to run the test but the rest of the parts are a samsung 980 pro ssd with heatsink, rm 850x corsair for the PSU. I mounted a Noctua dh-15 to the PC and thermals look pretty good too. Never exceeding over 80 degrees Celsius and even when it reaches to mid 70s, it's only for a few seconds. the GPU is specifically Gigabyte Windforce OC and the mobo is an asus x570 tuf gaming pro with wifi. RAM is from TeamGroup, it's 2x T-Force Delta 16gb ddr4 3600mhz

Again, sorry I can't provide the test right now. Before I left, I did run an OCBASE/OCCT stress test for the CPU, RAM, and GPU and no errors were detected if that helps at all?

To publish a Speccy profile to the Web:​

The last part of each URL is randomized, so only people you provide with the URL will be able to find your profile.

The information given in Speccy cannot be used by anyone to hack your system

Could you also include the power supply specs E.g Cooler Master 850W Gold V2 NOT E.g 850w
