Screen Flickering in PUBG and Fortnite.

So i just installed a new motherboard and cpu into my system. so naturally i tore everything apart put the new motherboard in and popped the new cpu in. Motherboard was not having it with windows when i tried starting it up so i reinstalled windows no big deal i downloaded all my stuff again and now im having tons of issues. Was having screen tearing on chrome figured that whole deal out. At first I had thought that the flickering in the games had to do with the screen tearing as well but turns out they were unrelated. I just have no idea where to go with this

I put an Oddshot link to show whats going on the quality is poor (its oddshot afterall) but the flickering is still very apparent
